  【発行人コラム】やるか、やらないかの二択、発しない声は届かない

  ロビー活動の必要性についてのコラムを読み、簡潔明瞭な事実で皆の考えをまとめていることに、思わずうなずいてしまいました。 この業界のためのロビー活動がないことが、私たちの最大の過ちです。 この2年間、JATAやANTAのサポートが極端に不足していたことは認めますが、もっと早くから、同じような考えを持つ方達の強力なネットワーク作りに取り組んでこなかった自分自身をも責めています。 私たちの業界が危機に見舞われたとき、私たちの利益を考えてくれる強力なロビイングができないことを、私たちは大きな絶望感をもって理解しました。結局、おっしゃるような理由で多くの不評を買いながら、インバウンド業界を完全に疎外する「Go Toキャンペーン」を展開することになったのです。 この危機から2年、数時間早く閉店したレストランやバーには毎日10万円までの補助金が出るのに、完全閉店したインバウンド旅行業界には全く何も出ないというのは、残念でなりません。 世界中が国境を開いて前進している中、先週、岸田首相が「近い将来国境を開放する予定はない」と発表したとき、誰もインバウンド旅行業界への影響について言及しなかった。 昨年、トラベルビジョン様からご紹介いただきましたが、私たちは2020年末にHospitality Industry Club of Japan（HICJ）を設立し、20以上の有名DMC、ホテル、交通機関、アクティビティ会社などを含む65以上のメンバーが、共に協力し、業界を深く変えたいと思うまでに成長しました。 まだ、私は現在の私たちの限界を十分に認識していますし、私たちの業界を代弁する観光の三木谷さんが必要であることに同意します。しかし、良いニュースなのは、私たちはゼロからスタートするのではないということです。 岡田社長が、旅行業界の三木谷さんです！ 岡田社長の声に共感したトラベルビジョンの読者の皆さんが、このムーブメントに参加し、新たなステージに上がることを願っています。 I read your column talking about our industry deep need for lobbying and nod my head unconsciously, realising you sum up everyone thoughts with concise and clear facts. The lack of a lobby acting for our industry is our biggest mistake. While I certainly admit I blame JATA and ANTA for their extreme lack of support in those two years, I also blame myself for not working on building a stronger network of think-alike players earlier. When our industry got hit by the crisis, we all understood with great despair that we couldn’t rely on the shoulder of a powerful lobby with our interests at heart. We ended up with a “Go To Campaign” that completely alienated the inbound industry while being widely unpopular for the reasons you mentioned. Two years into this crisis, I can’t help but feel sorry that restaurants and bars closing a few hours early can still get up to 100,000 JPY daily subsidy while the inbound travel industry - which was fully closed this whole time - still gets absolutely nothing. Last week, when our Prime Minister announced that there are no plans to reopen borders in the near future while the whole world is moving forward, no one mentioned about the consequences for us. With your kind support sharing the news, we founded the Hospitality Industry Club of Japan (HICJ) at the end of 2020 and grew to over 65 members, including over 20 renowned DMCs, hotels, transport and activity providers among others, who all collaborate together and want to deeply change the industry. Yet, I am well aware of our current limitations and totally agree that we do need a Mikitani of tourism to talk for our industry. But the good news is we are not starting from scratch. I believe we have already found it, you Okada 社長! I hope that all readers of TravelVision who share your vision of our industry will get the strength to participate in a movement your voice could raise to a new level.

  It is puzzling that we discuss restarting Go To all over again. We all noticed who benefited from it last year. If the goal of this campaign is to support the tourism industry, why not helping directly the concerned actors ?

  While this is just a slight improvement for those vaccinated (11 nights in quarantine instead of 15 nights), it is also the first time in a long time that the government makes a clear announcement on its intention to gradually re-open the country, which is the encouraging news behind. With Europe already opened, US opening in November and even Australia and its 0 covid policy finally changing its mind and planning to open at the end of the year, we can only hope Japan will follow soon ! Now that population is getting vaccinated, it is a good time to switch from the zero-covid policy to a more realistic scenario with few covid cases rolling but an economy back on track.
